Commissioner Caban is recognized as a friendly leader who highlights his Puerto Rican roots and frequently allows more outgoing lower ranking officials such as Chief Chell and Kaz Daughtry to take the lead at news conferences.
He is often seen at police and community events and maintains strong relationships with police fraternal organizations.
On Monday a spokesperson for the Police Benevolent Association chose not to provide any comments on whether the commissioner should step down.
It is uncertain who would take over if Commissioner Caban decides to resign. Many within the Police Department have been discussing Mr.Daughtry s name since last week when it was reported that his phone had been taken. Potential future leaders of the department could also be Tania Kinsella the first deputy commissioner and Tarik Sheppard the deputy commissioner of public information.
Maia Coleman provided additional reporting. The commissioner is being investigated along with the mayor his campaign and some of his top aides in one of several ongoing investigations.
Overall federal prosecutors in Manhattan and Brooklyn seem to be conducting a minimum of four investigations.
Of these three are being led by Manhattan prosecutors. An investigation is being conducted to determine if Mr.Adams and his campaign collaborated with the Turkish government. A second investigation targets high ranking City Hall officials while a third involves Commissioner Caban his brother and other police officials.
Two individuals familiar with the situation confirm that the Internal Revenue Service is also part of this inquiry.
The focus of the inquiry is partially on a nightclub security company owned by James Caban the twin brother of the commissioner who was dismissed from the police force in 2001.Last week one person reported that James Caban had his phone confiscated. Chief of patrol John Chell mentioned on Newsmax on Sept.
6 that federal agents were responsible.
